Users who share PDFs through Google Drive will be able to view comments, text annotations, and highlights from anyone who has access to the document.
If a document is opened from a link on the web or opened from your local drive, the user will only be able to view their own comments and annotations. To share with others, they must first upload into Google Drive, then share with those they want to collaborate with through Drive.
